MAINT: Update dependency specifiers

It is very likely that tools/environment_old.yml needs to be updated.

Adjustments may need to be made to shims in mne/fixes.py and elswhere in this or another PR. git grep TODO VERSION is a good starting point for finding potential updates.

That changelog entry keeps getting reiterated (see also #13625 and #13611). I haven't seen this dependency get changed in any of these PRs. @larsoner if you want, I can try to look into it.

@tsbinns I'll close this one since it's unneeded, feel free to open a fixing PR when you get a chance. You can even temporarily put on: pr trigger in the workflow in your PR so we can see it become a no-op, then push another commit to remove that trigger and we can merge
