This PR addresses #288 which explores how to modernize the Vortex build process. Specifically, this PR addresses using Apptainer for our CI pipeline.
While under development, this CI pipeline runs adjacent to the existing CI pipeline. The goal is to pick one of these to use once this PR is merged.
