chore: disable pnpm manage-package-manager-versions in .npmrc

Adds manage-package-manager-versions=false to .npmrc.

Motivation and Context

pnpm's manage-package-manager-versions feature causes pnpm install to try to self-install the exact version specified in package.json's packageManager field. This fails in environments where that version isn't available in the configured npm registry.

Setting this to false is a no-op for anyone who already has the right pnpm version installed—it simply skips the self-install check.

How Has This Been Tested?

Verified pnpm install succeeds.
