Document new Suggestions tab in Agent panel

Updated documentation to reflect the new Suggestions tab added to the Agent panel in PR #4984. The Agent panel now has four views (Chat, Suggestions, History, Settings) with notification badges showing open suggestion counts.

  • Update panel overview to note four views, adding a new Suggestions view with badge count and link to details.

  • Move review location to the panel’s Suggestions tab and document notification badges on Ask agent and Suggestions buttons.
  • Revise workflows: adding suggestions to chat, creating PRs, and dismissing suggestions directly from the Suggestions tab.
