we should consider using venv in the future, might be pointless in docker but would save us the PIP_BREAK_SYSTEM_PACKAGES-workaround

Using Venv was my first approach but this does not work quite well together with ROS2. I then changed to PIP_BREAK_SYSTEM_PACKAGES as to the suggestion from official docs: https://docs.ros.org/en/independent/api/rosdep/html/pip_and_pep_668.html
