chore(repo): Backport Core 2 changelogs and remove consumed changesets

Summary

• Remove 8 changeset files that were already consumed on release/core-2 (they would otherwise produce duplicate changelog entries on the next Core 3 release)
• Backport Core 2 release history into 18 package CHANGELOGs on main so the release history is complete
