Collect.ResultAsPartial can return super.Null so Collect.ConsumeAsPartial must ignore it.

Collect.ResultAsPartial can return super.Null so
Collect.ConsumeAsPartial must ignore it.
Closes ##3175 (because null is expected in ConsumeAsPartial).
