🚧 작업 상세

• 기존 pre-commit에 있던 빌드 검증 로직과 커밋 메시지 검증 로직을 pre-commit 파일과 commit-msg 파일로 분리하였습니다.
• commit-msg의 정규식을 커밋 메시지 타입에 맞게 수정하였습니다.
