The ChangeLog.md file has not been updated with this change. According to the CONTRIBUTING.md guidelines, you should update src/RecoveryServices/RecoveryServices/ChangeLog.md with an entry under the "## Upcoming Release" section describing the addition of Cross Region Restore support for Bleu Cloud regions (bleufrancecentral and bleufrancesouth).
