`server change-type` behavior is inconsistent with the console

TL;DR

When upgrading a server in the console, only the CPU and RAM are updated by default. In the CLI, the default behavior is to also upgrade the disk.

Expected behavior

I expect the behavior in the CLI to be consistent with the console: only upgrade the CPU and RAM unless an option to upgrade the disk is provided.

Observed behavior

The server disk is upgraded while changing the server type. The --keep-disk flag allows the user to keep the existing disk size.
