Rating Group tabindex issues with value={0}.

Hey,
first of all, amazing work with zag.js and ark-ui.
By far the best headless lib i used for solid.
Unfortunately I discovered an issue with the rating-group regarding focus (tab-index) states after leaving the rating-group on value={0}

🐛 Bug report

1. After you leave (tab somewhere else) the rating group on value={0} every item gets tabindex={-1}. You cannot focus the items by keyboard. If you press the label the tabindex is correct.

💥 Steps to reproduce

1. Go to ['...'](https://zagjs.com/components/react/rating-group)
2. Tab to the rating group
3. Leave the rating group with no star / value={0}
4. You cannot focus it again

🧐 Expected behavior

The Rating Group should be focusable / tab-able after leaving it on value={0}
