(hotswap): support hotswap for AWS::BedrockAgentCore::Runtime

Describe the feature

AgentCore Runtime can now be deployed directly through code.
Therefore, development can be carried out efficiently by hotswap.

Ref: Amazon Bedrock AgentCore Runtime now supports direct code deployment

Use Case

Quick deployment is possible through hotswap.
This is effective when iterating during Agent development.

Proposed Solution

Add hotswap support for AgentCore Runtime.
