[Hackage] Take preferred versions into account #260
Description
http://hackage.haskell.org/package/stack has latest version 9.9.9, which is deprecated.
The actual version we should be indexing is http://hackage.haskell.org/package/stack-1.9.3.1.
The proper way to address this is to download and parse http://hackage.haskell.org/packages/preferred-versions (also included in the Hackage tarball), which is a somewhat non-trivial task.
