Port to py3

NICAR18 class had a mix of folks with python3 and python2. We did an emergency port with a quick fix to `elex1/election_results.py`, but changes need to be applied to other elex directories and tests. We should maintain py2 code (either on `master` or a legacy `py2` branch) for the foreseeable future
