Run somef on a local repository

It would be really useful to have a flag that lets Somef run on a repository stored locally, just like it does with a README.

This would fix the issue with private repos that can’t be processed right now, and make testing and evaluating local projects much easier.

Dani suggested adding this flag to enable this option

-f --target folder somef will run the analysis in a local folder. No APIs will be used

and must check that lib folders are omitted from local directories.
